Master lost sectors have more like a 33% chance but are generally considered not worth the slightly increased drop rates for the extra difficulty and time they can take. For the Secant Filaments in particular, as long as you own Witch Queen, they can drop from the legend lost sectors at any time regardless of whether you've cleared campaign ...

Master lost sectors drop rate needs a look at. Just did 6 master lost sectors in row got 5 masterwork cores and 1 exotic I didn’t need. Lost sector drop rate is ~25%. So The odds of 46 dry runs in a row is ~1/560,000. So technically not impossible, but either it's somehow bugged, has some sort of hidden lockout mechanic, or you're full of shit. But knowing bungie I'd give you benefit of the doubt.
